The International Electrotechnical Commission (IEC) is testing a new format for standards:

"Annotated Redlines" contain comments with explanations of the most important changes compared to the previous version of the standard. They supplement the Redline format, which has been available for some time now and in which colored highlights show at which points in the standard there have been changes compared to the previous edition. The commented Redline version is to be available for an additional fee.

The new format has already been successfully applied in the IEC 61508 standard. Further standards are now being sought in which the concept can be tested further. If the pilot program is successful, annotated Redline versions could be produced for all important publications in the future. IEC points out that the comments are not part of the standard, but only provide supplementary information.
