As at European level, the actual work on a project is outsourced to national working groups created below the level of the standards committees. Within a working group the experts get together and discuss the specific requirements to be placed upon a certain product or service. At this point, it is about the details. The working groups are assigned their tasks by the higher-level standards committee. A working draft is first written and an initial consensus produced in the working group before the higher-level standards committee votes on the draft.
