In Europe, standardisation policy is the responsibility of the European Commission, the EU member states and the European standards organizations CEN, CENELEC and ETSI along with their national members. The cooperation between these parties is based on Regulation (EU) No 1025/2012 of the European Parliament and of the Council on European standardisation (pdf).
In the “Internal Market for Products - Expert Group for Accreditation and Conformity Assessment Policy”, the European Commission’s Directorate-General for Enterprise and Industry (DG ENTR) consults with representatives of the member states on key standardisation issues, often resulting in communications being issued by the Commission and the Council.
Key documents from the European Commission on European standardisation policy and related practice are compiled in the Vademecum on European standardisation. It provides guidance without having legal status. The Commission website is in English only, but many of the documents that can be found there are available in all EU official languages.
